Aaron Wall of Search Marketing Info interviews Bruce Stone, who was the Spam Committee CEO at former GoGuides. I used to work for him sorting out all the "spam" sites into alphabetical order and putting them into categories. GoGuides used to keep all their spam submissions this way. It was quite a job to say the least. When I started helping Bruce, there were 640 sites for me to analyze whether or not they were indeed spam, if not send them back to the editor with an explanation, and if so then denote them properly and file them in the letter categories. I managed to keep it pretty much under tow on a daily basis. I've never seen so many spam sites and often wondered whether the catch phrase "Spam Free" that GoGuides used was actually attracting more spam than there would be otherwise. GoGuides editors, or "Guides" as they were called, each had a "Suspected Spam" button they could click when editing a site if they suspected that the submission was an affiliate or otherwise considered spam. GoGuides was very strict on what they considered an affiliate, although the exact guidelines were not real clear. If an editor knowingly or otherwise accepted a site that was considered spam, they were in jeapordy of losing their editing "privileges", in other words being banned from the community.

Anyways, Bruce always seemed like a decent fellow. Here's a little history about bruce from the Wherewithal Category Owners Forums (3rd post down).
