dWoz started as links to important resources for building and promoting Websites. "serious webmaster resources".
Listings in dWoz are free, only resources that offer useful services to Webmasters.

didn't know they allowed submissions

On the About dWoz page, in the FAQs it says

"How can I add my site to the directory?
At the present time I am not accepting submissions to dWoz, although that may change in the future. Please do not email me for inclusion as that will only annoy me and may affect any future inclusion into the directory. Get the Hint!?"
