If we allow animation this will lead to an arms race: I have already animation with sound on Yahoo, elsewhere you can appreciate pop ups, pop under, inline ads and kiosk pop up where even the task bar is hidden. And there is worse.

Tastefully I think is a requirement for the static banners also, and for them the adjective should be "non-invasive" not only "not irritating".

I think they should be allowed if they are tastefully done. If the consesus of the members is that the banner lacks quality (or is down right irritating), then it should be rejected.

Animation is a technical feature of the picture
format. There are uses where animation is fine,
but just a fast flashing attention grabber is
a bad idea: I urge avoid it.

I agree that we should limit filesize for member
banners, this is independent whether the banner
uses animation or not.
