Fischer said: If we allow animation this will lead to an arms race: I have already animation with sound on Yahoo, elsewhere you can appreciate pop ups, pop under, inline ads and kiosk pop up where even the task bar is hidden. And there is worse. Tastefully I think is a requirement for the static banners also, and for them the adjective should be "non-invasive" not only "not irritating".

I agree that we should limit filesize for member banners, this is independent whether the banner uses animation or not.
