Here is one place where they might be getting some of this junk copied content. - webmaster-headquarters.com . It's linked from this public-domain-content.com site where I found a source of some copied content for one submission. They have a members only forum where they discuss trading/other exchange of zip files of various types of content. They have one of Wikipedia, looks like.
